Federal workers are told to blame the Democrats for turning off
In the Ministry of Housing and Urban Development, staff were ordered to arrange an out -of -office message: “The federal government’s costs expired at 11:59 am on Tuesday, September 30, 2025, so most HUD programs have been temporarily interrupted, and most HUD employees have been told that we could not work …
However, on the Agency’s website, a pop -up window announces, “Radical left off the government’s congress. HUD will use existing resources to help the needy Americans.” The same language appears on a red flag at the top of the website as well as in pop -up with the same flag in the agency’s internal system for employees, HUD@Work.
A HUD employee who has asked to stay anonymous because they are not allowed to talk to the press, “You can’t click anything without clicking on these annoying pop -ups. Every click to reach the time card or HRCONNECT,” says “HUD employee who wants to stay anonymous because they are not allowed to talk to the press.”
HUD did not respond to a comment request.
The Ministry of Justice’s website (DOJ) also includes a flag that says: “Democrats have shut down the government. The Ministry of Justice’s websites are not currently updated regularly.”

As a result of the shutdown, employees across the government received emails through the agency leaders containing emotions similar to those in SBA email. An email from the HUD Deputy Foreign Minister Andrew Hughes on September 30 included the subject line entitled “Extinguishing the left of the imminent government” and included instructions for HUD employees while turning off. The email received by the Ministry of Interior (DOI), signed by Minister Doug Borgum, “President Trump opposes the silence of the government and strongly supports the approval of the HR 5371, which is a continuous clean resolution to secure the government through November 21, and is currently approved by the US House of Representatives.
An almost identical email was sent to the Small Trade Office (SBA) by the Email Related Human Capital Officer (CHCO).
“The tone of language is very contradictory and party in the way we do not expect from the official messages of the IAEA leaders,” says Moynihan. “If you had a federal employee who would email his colleagues who blamed President Trump for shutting down, they would be followed for violating Hatch law and probably fired.”
In a note published in X, which appears to have been sent to the chiefs of the executive agencies and agencies, the head of the Budget and Budget Office (OB), the government claimed that the government had been extinguished because of “insane policy demands” from the Democrats.
