The Mazovian Voivode grants immediate enforceability of the CPK airport location decision


Mazovia County has granted immediate implementation of the decision on the location of the new CPK airport, allowing the investor to apply for the first construction permit. This legal achievement moves the multi-billion-euro project from planning to implementation.

As of early December 2025, 93 percent of landowners in the designated area have joined the voluntary acquisition program, enabling the acquisition of more than 2,400 parcels of land – approximately 65 percent of the land required for the airport and Western Transportation Hub.

The Mazovia Prefecture issued the possibility of immediate implementation of the decision on the location of the CPK airport. This step allows for more administrative steps related to the project and allows the investor to submit applications for the first building permit.

The immediate implementation of the location decision allows CPK to advance to the next stage of the investment process by submitting the first applications for building permits for the airport facilities. With the legal framework now in place, the company can officially begin the procedures required to begin early construction work, marking a key step in taking the project from planning to implementation.

Voluntary acquisition program

In the first phase of the Voluntary Takeover Program (PDN), covering the area identified in the location decision issued in January 2025, landowners representing approximately 93% of the area designated for the first phase of the airport have joined the program. By early December 2025, 2,424 plots with a total area of ​​2,445.7 hectares had been acquired – approximately 65% ​​of the land required for the airport and its western transfer point. A total of 235 residential buildings out of 310 in the airport area were also purchased.

The CPK-managed Voluntary Takeover Program (PDN) provides landowners with voluntary and transparent purchase terms, including independently prepared valuations, premiums above standard property value and optional transfer support – providing a more predictable and less burdensome alternative to compulsory acquisition.

The Polish government continues to support CPK’s investment as a major national infrastructure project. Recent government actions were aimed at accelerating project implementation, strengthening legal and administrative frameworks, and ensuring that landowners receive clear information and support throughout the process. These measures are designed to facilitate smooth construction preparation while maintaining transparency and predictability for all stakeholders.

Airport construction plan

The implementation ruling allows CPK to submit its first construction permit applications in December 2025. This comes after a competitive dialogue launched in 2025 to select the airport terminal contractor, with the participation of five consortia comprising 16 companies. Procurement is also underway for deep foundations (foundations), passenger boarding bridges, and vertical transportation equipment such as elevators, escalators and moving walkways.

In 2026, CPK plans to start purchasing ground buildings and sign a framework agreement for air and ground airport infrastructure.
